Position Description:
Reports to:Executive Director
Location:Central Office with field travel up to 50 % of the time
Overall Job Function:
The Technical Director provides technical guidance oversees and integrates all elements of clinical HIV and AIDs
care including adult and pediatric HIV care and treatment, pharmacy
and laboratory systems, reproductive and child health including PMTCT/EID and Cervical cancer screening, adherence and psychosocial support, TB/HIV, M&E and other technical units.
S/He integrates THPS's various program streams to ensure comprehensive services and coverage, and complementarily.
The position will provide strategic direction for HIV clinical care,
support all technical staff, Technical/Clinical Advisors and I the
Regional Managers on technical approaches; ensure quality of care and
standardization of activities across the regions. Of high priority is
to ensure a sustainable capacity building program to health care
providers in the filed through clinical mentorship, continuous medical
education (CME) sessions and systematic supportive supervision.
The position also is the key liaison with the donor and Government of
Tanzania on clinical care issues as directed by the Executive Director.
The position will focus on quality of HIV prevention, care and
treatment and improved clinical skills drawing on international and
national standards, promoting innovations, supporting national entities
and committees engaged in HIV/AIDS clinical care.
Finally, the position mentors and builds skills and capacity of technical staff.
Adherence and Psychosocial Support, Laboratory support, Monitoring and Evaluation, Drug Management, PMTCT,
TB/HIV Integration Cervical Cancer Screening and Treatment of
Opportunistic Infections, and Leadership for defining and delivering
technical support to health care facilities supported by THPS,
: working with program managers and service delivery sites to develop
and implement on-site training and assessment activities.
Manage relationships with key Ministry of Health and Social Welfare and
donor partners and : facilitate effective communication between THPS and its partners under the guidance of the Executive Director.
To carry out other duties and responsibilities as assigned
Duties and Responsibilities:
Provide overall clinical and programmatic guidance and build capacity of THPS
technical and Clinical Advisors to work with district and regional
clinicians. Such assistance might include strategic guidelines for
development of clinical training, information system
development/improvement, facilitation of community linkages, patient
flow analysts, improvement of adherence support systems, development or
improvement of referral systems, etc.
Provide technical supervision for THPS
HQ technical team and regional clinical advisors; create and supervise
task teams to effectively implement program activities and meet
objectives; conduct regular individual supervision meetings. Oversee the
development and implementation of THPS annual and monthly work plans jointly with Technical Advisors and Regional Managers monitor and assess regularly.
Ensure technical consistency in program supports through grants and
other efforts, participate in technical development of scopes of work
for grantees.
As part of a team, expand technical aspects of
the District Mentoring Initiative, identify and provide technical
assistance for improving clinical skills practice at sites and
districts where THPS works.
Ensure that site-support includes technical guidance in the following areas: Capacity building through CMEs, clinical mentorship, Adult, Adolescence and Pediatric HIV Care and Treatment,
Preferred Qualification and Skills
MD with at least 5 years of experience in delivering HIV care and treatment services
Post Graduate training in Internal Medicine/Pediatrics/OBGYN / Microbiology
5+ years of experience in development and management of international
HIV/AIDS programs, with extensive HIV/AIDS program experience strongly
preferred.
Background and experience in the logistics and implementation of large-scale HIV/AIDS training programs.
Extensive experience in HIV care and treatment and HIV/AIDS program management
Ability to supervise clinical and laboratory staff, develops
projects/activities, set realistic priorities work plans and timelines,
and evaluate appropriately.
Excellent interpersonal and team building skills
Exceptional written and verbal communications skills in Swahili and English
Must be capable of independently developing and implementing the duties described above
