COORDINATION MANAGER~TASAF

Basic Functions:
To assist the Director of Coordination to manage the coordination functions of the Project as specified in the Financing Agreement and Operational Manual.
Principal Duties and Responsibilities:
She / He shall:
Develop and update the overall coordination strategy.
Maintain effective linkages between TMU and Regions, PAAs and other key Stake Holders.
Coordinate assessment of capacity building requirement and preparation of training program for the Regional Focal Persons and Project Area Authority staff and Technical Assistants.
Coordinate implementation of participation strategy.
Coordinate provision of technical support at Regional and PAA levels by the Technical Assistant and Rapid Response Teams.
Follow up implementation of Memorandum of Understanding between TASAF and Regional Secretariats and PAAs.
Prepare and compile department annual implementation plan and budgets.
Supervise implementation of safeguard frameworks.
Prepare monthly, quarterly and yearly implementation progress reports for the department.
Assess and compile capacity building requirements of coordination department staff at all levels.
Conduct performance appraisals of coordination department staff using agreed upon performance indicators.
Be a member of the T ASAF management team.
Perform any other official duties as may be assigned by the Director of Coordination.
Qualifications:
Holder of Masters Degree in Social Sciences, Business Administration, Engineering or any other related field from a recognized university.
At least ten (10) years experience in relevant field in Public and / or Private Sectors of which five (5) years must be at managerial position
Must be computer literate
Must have a thorough knowledge and understanding of and experience with donor funded project
High level of communication and interpersonal skills and ability to work with people at all levels.
Ability to supervise, train and coach staff in relevant skills
Self motivated with integrity and high level of confidentiality
Key Performance Measures:
Timely submission of consolidated report from TAs.
Existence of effective linkage between TMU, Regions, PAAs and communities
Number of PAAs request for technical support attended with specified period.
Number of training executed during the year.
Effectiveness of provision of technical support by TAs
Duration of Contract:Terms of Contract is 2 years renewable on thebasis of performance
Duty Station: TASAF Head Office -Dar es Salaam
