IntraHealth International is seeking a Monitoring and Evaluation Specialist to be based in Dar Es Salaam, Tanzania.
The Monitoring and Evaluation (M&E) Specialist will ensure the continuous monitoring of program progress in close collaboration with the Government of Tanzania, USAID, and other implementing partners. S/he is responsible for designing and implementing program M&E activities and developing the capacity of various stakeholders in data collection, analysis, reporting, and evaluation. Liaising with the US based M&E team, the M&E Specialist will identify and evaluate best practices and state-of-the-art approaches for the program, and disseminate overall results to project stakeholders.
ESSENTIAL FUNCTIONS • Design the monitoring and evaluation framework for the project. • Research, compile, write, and submit information for project reports requirements and other internal and external communications and management documents. • Complete data analysis and reports; enter and analyze quantitative and qualitative data according to the needs of the team and project stakeholders. • Ensure project staff buy-in and adherence to M&E framework • Prepare technical reports, summaries, protocols, qualitative and quantitative analyses based on results to assist project in adjusting program activities. • Investigate, create, and develop new methods and technologies to aid project advancement. • Design and implement any special studies and operation research required by the Project. • Collect and disseminate best practices and lessons learned from the project. • Update program communications materials periodically. • Prepare routine reports, presentations, brochures, project summary sheets, newsletters, highlights and other publications as required by the project.
Master’s Degree or higher in Statistics or other related fields, or a Bachelor’s in Statistics with at least 10 years experience in Monitoring & Evaluation, preferably in the field of Social Work or Community Development. Knowledge of monitoring and evaluation techniques, procedures, and protocols, with 5 or more years of proven M&E experience. Experience working on M&E for USG funded projects. Demonstrated skills in quantitative data analysis and data management. Experience in questionnaire development (including testing for reliability and validity).
• Strong writing skills with the ability to multi-task and handle multiple projects simultaneously. • Demonstrated skill and effectiveness in communicating with others, particularly research and evaluation staff members (domestic and international). • Proficiency in English required, proficieny in Kiswahili highly desirable.

IntraHealth International is seeking a Policy and Advocacy Specialist to be based in Dar Es Salaam, Tanzania.
The Policy and Advocacy Specialist will be responsible for providing technical expertise to the anticipated OVC/HSS Project in Tanzania. S/he will engage in planning, managing, and implementing policy and advocacy activities to ensure that the project achieves its goal to improve OVC and child survival services at the facility and community levels across the country.
ESSENTIAL FUNCTIONS
• Assess in collaboration with the MOHSW and other stakeholders and the policy gaps/challenges that need advocacy and develop a strategy to address them • Develop an advocacy strategy, with a special focus on OVC and the social welfare workforce in Tanzania. • Provide technical assistance and other support for the activities of regional and local partners and help develop structures at district levels to increase the capacity of these partners to carry out advocacy. • Design and coordinate training events for local partners, and coordinate thematic research projects (including managing consultant researchers if needed). • Review current laws, Ministry of Health and provincial level polices, and institutional-specific policies and protocols, provider licensing requirements, guidelines on role of private sector and faith based care to determine policy gaps and prioritize policy changes as related to OVC care. • Identify key issues and constraints that can be overcome by policy, legislative or other initiatives, working in collaboration with MOH and provincial health agencies. • Develop short and long-rang plans and funding priorities with MOH and others to improve health care workers work environment. • Engage local authorities and stakeholders in public/private sectors in activities to create favorable policy and advocacy environments to support OVC and improve HR planning and management caregivers. • Ensure policy and advocacy components span stakeholders and activities from national, local, provincial and community (including civil society) levels through policy forums, policy analysis, and review of model policies in public/private sectors. • Assess stakeholder interest in addressing macroeconomic and political factors affecting OVC and the social welfare workforce in Tanzania.
An advanced degree in Human Resources Management, Community Development, Public Administration, Public Health, or a related advanced degree in Economics or Public Administration. Proven effective record of accomplishment in the development and design of policy and advocacy strategies in Tanzania. Experience in the areas of OVC and child protection sectors and in mass media, advocacy, and training.

IntraHealth International is seeking a Orphan and Vulnerable Children Specialist to be based in Dar Es Salaam, Tanzania.
The Orphan and Vulnerable Children (OVC) Specialist will be responsible for the planning, implementation, monitoring, and evaluation of the project’s activities relating to orphan and vulnerable children and their caregivers. S/he will work with the Government of Tanzania, NGOs, CBO, and FBOs, and the private sector covering the implementation, and management of OVC programs across the country.S/he will work with other staff members to prepare work plans and introduce innovative approaches in responding to the needs of OVCs.
ESSENTIAL FUNCTIONS
• Provides technical assistance and technical leadership on child protection. • Designs, prepares, implements, monitors, and evaluates child protection program within broader scope of national guidelines, including law reform and strengthening the justice system for children. • Develop training programs responsive to OVC needs, including build local capacity in project implementation and strategic planning for in facility and community-health services. • Provide technical expertise in instructional systems design to develop and implement provider performance strategies/approaches to improve OVC related service delivery. • Leads learning agenda, including research, design, and facilitation of workshops to ensures high quality results through effective teamwork and routine program reviews. • Cultivates relationships with local authorities at the district and regional levels to create a favorable policy environment for OVC programming and management. • Coordinate the develop and implement plans with individuals experiencing severe problems in social functioning such as physical abuse cases, mental illness, and sexual abuse. • Participates in meetings with ministries, national and international NGOs and other agencies responsible for the programme component, to coordinate and follow up on implementation of recommendations and agreements for better collaboration and partnership. • Ensures the accurate and timely input of programme information in the computerized programme system, and issues status reports for monitoring and evaluation purposes.
Master’s degree in social Work psychology, sociology, human services, criminal justice, education (including early childhood), nursing or cultural anthropology, or related advanced degree with a focus on development, preferably with OVC services delivery, systems improvement, and child protection. Relevant program experience working in an NGO environment, especially with USG funded projects.

IntraHealth International is seeking a Health Systems Strengthening Specialist to be based in Dar Es Salaam, Tanzania.
The Health Systems Strengthening (HSS) Specialist will be responsible for providing overall guidance , technical assistance, and managerial leadership for health systems strengthening interventions funded by the project. S/he will guide the scale-up of promising HSS practices throughout the country, and will work with other staff members and partners to oversee technical approaches focusing on OVC to ensure that the project achieves its goals. S/he will lead capacity building and training programs to address performance gaps of clinic staff and social welfare workers (SWWs) in interventions for orphans and vulnerable children (OVCs).S/he will guide activities at both the regional and national levels to improve performance throughout the project areas of operations in collaboration with the Government of Tanzania (GoT).
ESSENTIAL FUNCTIONS
• Provide planning, management oversight, and day-to-day responsibility to support the results and deliverables for project activities in Tanzania. • Apply, test, and advocate for proven OVC interventions, promising practices and lessons learned at the district, regional, and national levels. • support the design and improvement of incentives packages, review, monitoring, and supportive supervision systems for supervisory staff and social welfare workers. • Lead the processes of technical support to institutional strengthening of key GoT, FBOs,CBOs, and private sector institutions that have core mandates in the implementation of OVC capacity building related work. • Introduce the use of information and communication technologies as appropriate for tracking, monitoring, and efficient service delivery, especially through social welfare workers. • Strengthen the pre-service and in-service training of cadres • Participate in policy reviews that have ramifications on retention, productivity, and development of social welfare workers in Tanzania. • Strengthen monitoring and supportive supervision systems of social welfare workers to ensure universal uptake of services and adherence to best practices. • Integrate cost-effective and innovative OVC related activities into training, including techniques and technologies targeting logistical and on-the-job support; peer-network facilitation; supportive supervision; work environment; and performance expectations. • Facilitate the design, development, implementation, monitoring, and technical quality of workforce performance and support activities, processes and products. • Monitor workforce performance and support impacts at the national level, sharing lessons learned, documenting promising practices, and strategies to keep the project focused on desired HSS results. • Conduct technical assistance and training to: lead work planning and implementation strategy development; assess and identify constraints in workforce performance and support systems; develop action plans to address constraints; participate in national and regional-level strategic planning and M&E activities; and monitor the progress of the project in improving workforce performance and support systems.
Master’s degree in Public Health, Health Administration, or a related discipline with 5 or more years of professional experience managing large health programs in developing countries, preferably with significant experience in East Africa. Significant experience as a supervisor within large USAID health programs, managing financial and human resources of comparable value.
• Proven ability to build productive and proactive relationships with USAID, government Ministries, NGOs, FBOs, private sector groups, and other international donors. • Strong interpersonal skills and accomplishment in strategic visioning, leadership, networking, and problem-solving as well as effective liaising with senior-level policy makers. • Proven knowledge of HSS issues and trends, and the ability to integrate HSS with OVC services improvement and delivery. • Strong verbal and written communication skills in English required; Kiswahili language skills highly preferred. • Good computer skills in Word, Excel, Power Point.

IntraHealth International is seeking a Deputy Chief of Party to be based in Dar Es Salaam, Tanzania.
The Deputy Chief of Party’s responsibilities shall include planning, coordination, and technical direction of all program activities including the work of sub-recipients. S/he is responsible for the oversight and management of all program activities. The Deputy Chief of Party will provide senior-level technical planning, programming, and coordination while ensuring approaches are technically sound and appropriate. S/he will provide strategic guidance, vision, and leadership for technical aspects of the program and work closely with the Chief of Party on all reports, documentation, and deliverables required by USAID. S/he will travel within Tanzania to program sites and participate in conferences and/or meetings, as needed.
ESSENTIAL FUNCTIONS • Participate in the development of annual work plans, monitoring and evaluation plans, and budgets according to USAID and project requirements. • Ensure that data required for demonstrating program impact and lessons learned are collected, analyzed and integrated into program monitoring and evaluation systems. • Monitor program activities and progress related to impact and sustainability of innovative interventions. • Oversee the collection of information and the documentation of progress towards results for all project activities, following the guidance provided by the USAID, the GoT, and the Monitoring and Evaluation Unit in Chapel Hill. • Identify short-term technical assistance needs; develop scopes of work, and arrange for contracting and fielding of qualified international and local consultants. • Ensure adherence to technical quality and fulfillment of programmatic activities within the work plan and budget. • Support the process of developing and presenting quarterly and annual project progress reports to USAID. • Contribute to activities and work teams as assigned.

IntraHealth International is seeking a Chief of Party to be based in Dar Es Salaam, Tanzania.
The Chief of Party provides overall leadership and management of the above anticipated USAID Tanzania funded Health Systems Strengthening OVC procurement. S/he provides strategic guidance, vision and leadership to all partners and project staff. The COP works closely with and supervises senior project staff and ensures the strategic and functional integration of all technical areas. S/he ensures that there is strong collaboration and effective communication with donors, implementing partners, and local counterparts. The COP is responsible for meeting contractual obligations, producing deliverables and targets, and achieving project results as specified by USAID/Tanzania, in full compliance with IntraHealth policies and procedures and USAID rules and regulations. The Chief of Party is the principle liaison with USAID/Tanzania, partner organizations, GOT ministries, UN agencies and other key stakeholders.
ESSENTIAL FUNCTIONS
• Provides overall program vision and strategic leadership to achieve financial and contractual accountability and program results. • Represents the program and IntraHealth with USAID Tanzania, the GOT, implementing partners, and key donors and stakeholders. • Negotiates OVC HSS advocacy and policy level discussions with national stakeholders including ministries of health, social work, education and youth; national and local organizations; UN agencies; and other donors and stakeholders. • Directs the launch and implementation of the project supervising a team of technical professionals. • Ensures high quality results through effective teamwork and routine program reviews leading the implementation of work plan strategy development. • Ensures program activities comply with USAID and IntraHealth rules and regulations overseeing budget development and monitoring, including the execution and monitoring of partner sub-agreements. • Leads the submission of program reports and other deliverables with USAID Tanzania, in coordination with IntraHealth headquarters, as well as the external dissemination of program results.
Master’s degree in Public Health, Social Work, International Development, or related discipline and at least 12 years of relevant professional experience, with a minimum of 5 years managing and implementing international programs with related focus on OVC policy/advocacy or health systems strengthening (HSS). Broad-based knowledge of OVC programming and child protection systems in sub-Saharan Africa. Prior experience managing USG health programs in Africa, preferably East Africa.
• Ability to negotiate and advocate with donors, governments, partners, and multiple stakeholders. • Demonstrated ability in leading and managing complex multi-sectorial projects applying strong diplomacy and consensus building skills. • Ability to analyze, interpret and solve difficult problems in culturally diverse environments. • Strong oral and written communication skills in English required; familiarity with Kiswahili preferred.
